Cost Adjustments Sought for Islamabad’s 10th Avenue Project Amid Slow Progress

Islamabad, The 10th Avenue infrastructure project in Islamabad is facing significant delays and cost overruns, prompting the National Logistic Cell (NLC), the agency overseeing the project, to seek a price adjustment from the Capital Development Authority (CDA). Originally estimated at Rs. 10.2 billion, the project's costs have escalated due to slower than expected progress.

According to Zameen.Com, the project, which began in 2022 under the Public Sector Development Programme (PSDP), was initially scheduled for completion in March of this year. However, due to funding shortages, only about 25% of the work has been completed, leading the CDA to extend the deadline to December. A senior CDA officer expressed concerns that without adequate budget allocation in the upcoming fiscal year, the project could face further delays, potentially stretching out for years.

The officer also noted that construction on a critical railway bridge near the service roads of sectors I-9 and I-10 has begun, but the overall pace of the project remains slow. The request for a price adjustment by the NLC reflects the financial challenges and feasibility issues stemming from the initial bid rates, which are no longer sustainable given current conditions.
