Karachi, February 01, 2023 (PPI-OT):K-Electric Limited (“KE”) intends to induct 200 MW (AC peak) Hybrid Renewable Project within 50 km radius from its Dhabeji Grid station. The Project will be developed through Competitive Bidding under IPP mode and will be awarded to the Successful Bidder in accordance with NEPRA Competitive Bidding Tariff (Approval Procedure) Regulations 2017 (S.R.O. 306(1)/2017 DATED 02-05-2017) and its amendments dated 28th February 2019.

The Successful Bidder will form a Special Purpose Vehicle (SPV) to develop, construct, operate and maintain the Project under a [25-year] Energy Purchase Agreement (EPA) with KE. Reputable local and international companies/consortium with relevant experience and sound financial standing are encouraged to participate in the qualification process of the Project via this RFQ.

The Interested Applicants satisfying the criteria mentioned in the Prequalification document, shall submit the following details for RFQ:

1. Applicant’s name, profile, and country of origin

2. Expression of interest on company letter head with intend to bid/participate for the Project

3. Contact details of two key representatives (name, designation, email address, contact number)

4. Information required in the format provided in the Prequalification document

Applicants fulfilling the Criteria of Prequalification may submit their RFQ along with the Prequalification documents by sending the information to sarmad.aslam@ke.com.pk and qasim.mehmud@ke.com.pk no later than [14th March, 2023] before 13:00 hours PST.

Only those Applicants submitting the information in accordance with the above requirements shall be contacted by KE and issued the Request for Proposal (RFP) for the initiation of the competitive bidding process. Any information received after the due date or in an incomplete form shall not be entertained.

KE reserves the right to accept or reject any or all RFQs and/or annul the entire RFQ process without assigning any reason whatsoever. KE shall not be liable for any expenses and/or costs incurred by the interested parties/consortium as a result thereof. In no circumstances will KE be liable for any cost, expense, loss, claim, or damage arising out or in connection with an applicant’s participation in this RFQ process, or any subsequent request for RFP. KE shall not be liable for any costs incurred by any applicant in the preparation and submission of information in response to this RFQ.

The issuance of this RFQ or the submission of a response does not give rise to any commitment or legal relationship between KE and/or any applicant.
