FIA Bolsters Efforts to Curb Illegal Travel and Protect Pakistan’s Global Reputation

KARACHI: The Federal Investigation Agency (FIA) has intensified its efforts to combat illegal travel and begging abroad, with a focus on safeguarding Pakistan’s international reputation. In a recent meeting with the Karachi Chamber of Commerce and Industry (KCCI), FIA Sindh Director Muhammad Noman Siddiqui highlighted the agency’s commitment to addressing challenges faced by the business community and ensuring legitimate travel.

During the meeting, Director Siddiqui emphasized the agency’s proactive measures, including the establishment of a Risk Analysis Wing aimed at monitoring travel patterns and identifying potential offenders. This initiative is designed to prevent illegal immigration via the “Dunki” route and the proliferation of beggars traveling abroad. Last year, 176 individuals were offloaded, with over 50 more stopped in 2025.

The meeting, attended by prominent figures from the KCCI, underscored the importance of cooperation between the FIA and the business community. Siddiqui proposed the creation of a dedicated WhatsApp group to facilitate communication and ensure smooth travel for legitimate businessmen, particularly first-time travelers who may otherwise raise red flags.

Director Siddiqui also addressed concerns related to call-up notices issued by FIA offices outside Karachi. He advised the Chamber to forward such cases directly to him for swift resolution, and supported the use of the WhatsApp group to track and verify notices, reducing the potential for harassment.

Financial misconduct, including Hawala and Hundi operations, was another key focus. Siddiqui detailed recent arrests, including bank officials, and highlighted ongoing coordination with the State Bank of Pakistan to address these issues.

In addressing the rising incidence of digital fraud, Siddiqui clarified that such cases now fall under the purview of the National Cyber Crime Investigation Agency (NCCIA), urging the KCCI to liaise directly with NCCIA Director Amir Nawaz for prompt resolution.

KCCI representatives, including Chairman Zubair Motiwala and President Muhammad Jawed Bilwani, expressed concerns over the FIA’s handling of financial cases and called for improved facilitation for suspects. They advocated for a reinstated dedicated immigration desk for businessmen and recommended consulting the KCCI before issuing notices to ensure trust and cooperation.

Vice Chairman Anjum Nisar highlighted the necessity of distinguishing legitimate businessmen from suspicious actors to foster a pro-business environment, while Senior Vice President Zia ul Arfeen called for an effective system allowing businessmen to respond to notices within Karachi.

The meeting concluded with a shared commitment to strengthening the liaison between the FIA and KCCI to protect the interests of the business community and uphold Pakistan’s global image.
